Job Description and Duties

Under general direction, plans, organizes, and directs the work of field Motor Carrier Specialist I’s (MCS-I) and Office clerical staff; acts as a staff assistant to the Motor Carrier Specialist III; conducts ongoing field training for assigned MCS-I personnel on a one-to-one basis and as principal instructor at in-service classes; performs specialized research and administrative functions; reviews and evaluates the effectiveness of field inspection and investigation activities and recommends changes in the motor carrier regulation program as needed; advises carriers and assists in developing programs for the selection, training, and supervision of drivers, vehicle inspection, maintenance, operational, and hazardous materials handling practices; makes field studies and investigations of special conditions, or of complaints alleging improper or unsafe operating practices; performs special research and makes tests of automotive equipment and new automotive equipment devices; provides technical information regarding hazardous materials transportation to field enforcement personnel and to other state agencies as requested; gathers evidence, prepares complaints, and testifies as an expert witness in proceedings before the courts and transportation regulatory agencies.

Working Conditions

Must be able to remained focused and engaged while working in a relaxed environment on the beautiful Central Coast with its year-round great weather. This position has Coastal and Inland geography. The best of both worlds.

This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests . The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Special Requirements

The CHP utilizes their own Motor Carrier Specialist II certification list. Applicants must meet the minimum qualifications for the Motor Carrier Specialist II classification to be eligible to take the examination. To obtain certification list eligibility, please view the examination bulletin link at and follow all instructions. In addition to applying for the examination, applicants MUST submit an application to this Job Control to be considered for the position.

Strong technical skills related to all aspects of the Motor Carrier Safety Program. Excellent interpersonal skills, strong communication skills, ability to maintain confidentiality, working knowledge of computers; good analytical skills; must be tactful and maintain professional and outstanding rapport with subordinates, supervisors, and other departmental employees and allied agency representatives.
