Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

In this role, you will be responsible for preparing environmental permitting documentation (applications, modifications, plans, reports, and procedures) supporting Resource Conservation and Recovery Act (RCRA), Clean Air Act, and Clean Water Act permitting for the WTPs Direct-Feed High-Level Waste (DFHLW) and Direct-Feed Low-Activity Waste (DFLAW) configurations. #LI-EH1

Major Responsibilities:

  • Provide technical expertise in preparation, negotiation, and quality maintenance of WTP Project permits.
  • Establish permitting strategies, priorities, and policies consistent with WTP mission.
  • Support development and maintenance of procedures for preparation of permits, and permit modifications.
  • Provide technical assistance to project management in identifying and complying with permit requirements.
  • Manage strategic and effective relationships with the customer and regulatory agencies.
  • Integrate permitting requirements into all phases of engineering, procurement, construction and commissioning of the WTP Project.
  • Inform and maintain discrete permitting schedules and resource estimates and allocation.
  • Develop innovative approaches to technical problems and integrate solutions with other functions.
  • Provide technical assistance to WTP Project managers in addressing environmental issues as they arise during project execution.
  • Interact with WTP project, the Department of Energy Hanford Field Office Customer, and regulatory agency personnel in the resolution of complex regulatory issues and special initiatives.
  • Provide day-to-day direction to the Environmental Permitting group staff.
  • Support the Environmental Protection Manager in various assignments and deliverables, as necessary

Education and Experience Requirements:

  • Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 10-13 years of relevant experience or 14-17 years of relevant work experience.

Required Knowledge and Skills:

  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
  • Must possess the right to work and remain in the United States without sponsorship.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Comprehensive working knowledge of CAA, CWA, and RCRA (particularly TSDF permitting).
  • Ability to research state and federal regulations to determine applicability.
  • Must possess good oral and written communication skills, specifically in the preparation of permits, resolution of technical issues, and communication with regulatory agencies.
  • Ability to plan and schedule assigned work and complete tasks on time.
  • Working knowledge of Microsoft Word and Excel. 

Preferred Qualifications:

  • Possess the legal right to work and remain in the United States without sponsorship.
  • Working knowledge of Access, Visio, Excel, and Power Point.
  • Demonstrated understanding and involvement in managing environmental permits and permit modifications.
  • Experience with the application of federal and Washington State air quality, water quality, and dangerous waste regulations in an operational setting.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Previous experience working with regulatory agencies in environmental or problem-solving activities.
  • Previous environmental experience in the nuclear industry for commercial and/or DOE projects.
  • Prior experience managing staff (providing direction, feedback, confirming progress and evaluating performance).
