The Public Defender’s office provides legal representation to persons charged with a crime in San Francisco who do not have the financial means to retain their own counsel. Each year, the office serves approximately 20,000 people. The San Francisco Public Defender’s office is a nationally recognized model of public defense. The Public Defender provides legal staffing for each of the misdemeanor and felony preliminary hearing and trial courts, the Mental Health and Youth Defender Unit divisions, the Community Justice Center, Domestic Violence Court, Behavioral Health Court, Veterans’ Justice Court, Drug Court, Intensive Supervision court, Parole Court, Young Adult Court, and Extradition.

Appointment Type: Temporary  Exempt (TEX) – Category 18 – Limited two (2) years duration

Under general direction in the San Francisco Public Defender’s Office, performs a variety of human resources functional areas including recruitment and examinations; classification and compensation; employee and/or labor relations; and human resources operations.

The Human Resources Analyst will be in a generalist role and or perform duties in multiple areas but not limited to those described below.

Recruitment and Examinations duties include assisting   with recruitment and evaluating the skills of candidates   to hire a highly qualified workforce.

  • Key duties include preparing candidate friendly job advertisements, processing job applications, and constructing, administering, and scoring examinations.

Human Resources Operations duties include ensuring employees have a smooth and efficient experience when they join, move within, and/or leave the department workforce.

  • Key duties include processing new hires through interviews and onboarding activities, facilitating employee transfers, separating employees through layoffs when necessary, and assisting with administering fair and consistent employee discipline.

Classification and Compensation duties include   helping the department achieve our equity and wage parity goals by conducting investigations and surveys concerning the duties, responsibilities,

  • Key duties include conducting field or desk audits of the work performed by City staff, recommending changes to class specifications to reflect current job requirements, and conducting and evaluating wage surveys.

Employee and/or Labor Relations duties enhance the City’s goal to provide a fair and welcoming work environment by ensuring consistent compliance with the City’s collective bargaining agreements.

  • Key duties include assisting in negotiating resolutions to grievances, investigating complaints of serious employee misconduct, and conferring with employees, department leadership, and labor representatives about how best to apply employment regulations.
  • Key duties include managing and coordinating the department’s various types of leaves, reasonable accommodations, and workers compensation.

Current City policy allows for limited hybrid work schedules.

Working Conditions:

  • The duties of this class are performed in a fast paced, high volume environment with frequent interruptions.
  • This position is located at 555 7th street, San Francisco, cross streets of Bryant and Brannan, near the Hall of Justice and the Jails.
  • Our worksite/building/office is open to the general public.

Education:

Possession of a baccalaureate degree from an accredited college or university.

Substitution:

Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

  • Knowledge of the City and County of San Francisco (CCSF) Civil Service Rules in relation to examinations/eligible lists, certifications/referrals, leaves, appointments and separations
  • Knowledge of Collective Bargaining Agreements (CBA) and Memoranda of Understanding (MOU) application
  • Experience in Post Referral Selection Process (PRSP), using applicant tracking systems such Smart Recruiters (new), and the PeopleSoft HRIS systems software
  • Experience administering examinations in a City and County government setting
